OpenAI to merge ChatGPT chat and work modes under one token budget

OpenAI plans to combine Chat and Work in ChatGPT, with Plus, Pro and Business plans sharing one token budget across ChatGPT and Codex starting in December. Chats with Instant models will not count toward that budget, but heavy use on cheaper plans may produce lower-quality results.

According to an updated OpenAI support page, Plus, Pro and Business subscribers will draw from a single token budget covering both ChatGPT and Codex once the merger takes effect in December. Tokens measure the information a model processes and generates, so more complex models and tasks use up the allowance faster. Users can see their remaining balance and reset times in Settings.

When the limit is reached, users can wait for a reset, upgrade their plan or buy extra credits. OpenAI had already announced the Chat and Work merger and recently doubled usage limits for higher-priced plans, a move the article links to preparation for the change. Work's agentic features are being folded into the main interface.

The change follows criticism of ChatGPT's growing complexity, since users currently choose between two operating modes and 11 model settings. Anthropic has already combined Chat and Cowork in Claude.

Why it matters if you build agents

If your agents call ChatGPT or Codex on Plus, Pro or Business plans, they will share one token pool with interactive use, so a long-running job can exhaust the budget for everything else. Calls to Instant models stay outside the budget, which may be a cheaper route for high-volume steps. Track token use per task and plan for resets or credit purchases.
